Measurement-Based Care for West Virginia Mental Health Teams
For comprehensive behavioral health centres, CCBHCs, school and primary care programs and private clinicians from the Northern Panhandle to the southern coalfields. Send validated scales by email or QR code, have them scored on submission, and keep the standardized results West Virginia's rules expect in the clinical record. US customer data stays in Google Cloud US regions.
Standardized Screening Is Part of West Virginia's Agreement on Children's Mental Health
In 2019, West Virginia signed an agreement with the US Department of Justice to improve mental health services for children, including a commitment to use validated tools to screen for and assess needs. Under it, the Department of Human Services adopted a standardized set of mental health screening tools, and set a target that 52% of Medicaid-eligible children outside youth services, child welfare and juvenile justice be screened each year. In the compliance assessment issued in December 2025, the monitor rated that provision in substantial compliance, with reported screening rates of 53.4% and 52.4% in the last two quarters of 2024.
The same agreement requires the Child and Adolescent Needs and Strengths (CANS) tool to support individualized service plans, and that provision was rated in partial compliance after a Marshall University review found not every facilitator was certified and some items were rated incorrectly. Medicaid's own rules point the same way for all ages: the provider manual for licensed behavioral health centres says standardized instruments may be given at the initial evaluation and as clinically indicated, and their results must be in the clinical record as justification for the level and type of service.
That makes the record of a score as important as the score. HiBoop sends the PHQ-9, PHQ-A, CRAFFT-2.1 and other scales by email or QR code, scores them on submission, and keeps each result dated on the client's chart, ready to export. It does not administer the CANS, and it does not report to the Department of Human Services or to an MCO.

What HiBoop Does for West Virginia Care Teams
West Virginia folds behavioural health into Medicaid managed care, is building out certified community behavioral health clinics, and keeps its own law on mental health confidentiality. HiBoop handles sending, scoring and charting scales, and your clinicians keep every decision.
Screening From the Waiting Room
A QR code at the front desk or an email before the visit brings in a PHQ-9 or PHQ-A, scored before the client sits down, so the result is in hand for the evaluation.
Results That Justify the Service
Every administration keeps the scale, the score and the date. Export a client's history as CSV or PDF to support a service plan, a prior authorization or a record review.
SBIRT at Intake
West Virginia's behavioral health centre intake includes an SBIRT assessment from age 10. The CRAFFT-2.1 for adolescents and the ASSIST, TAPS and CAGE-AID for adults are in the same library.
Change Over Time
Repeat the same scale across a course of care and the scores line up on one chart, giving supervision and treatment planning a clear trend to discuss. The numbers inform judgement; they do not replace it.
Centres Covering Many Counties
Team and Network plans give a comprehensive behavioral health centre one account across its counties, with role-based access limiting each person to the clients their role allows.
Care at a Distance
Clients in hollows and ridge towns answer from an email link between telehealth visits, saving them hours on mountain roads.

How West Virginia's Behavioural Health System Is Organized
HiBoop is independent of these programs and bodies and does not connect to state or plan systems. This is the setting your MCO, behavioral health centre and licensing board work in.
Agreement on Children's Mental Health
With the US DOJ, 2019Signed in May 2019 and modified in December 2024, the agreement commits the Department of Human Services to validated screening and assessment, community-based services and the CANS. Of 17 monitored provisions, the December 2025 assessment found 4 in substantial compliance and 11 in partial compliance; the department now updates the DOJ each April and October.

West Virginia Confidentiality and Consent
HIPAA is the federal baseline. West Virginia's Code adds its own confidentiality rule for mental health treatment, inpatient rules for minors and telehealth rules for out-of-state practitioners. No state law certifies software; the duties belong to your organization, and HiBoop's part is the safeguards that help you meet them.
What West Virginia law asks
- Keep communications and information obtained during treatment or evaluation confidential, including the fact that someone is or was a client, and disclose only in the cases the law lists (W. Va. Code s.27-3-1)
- Note that the Code sets no age at which a minor may consent to outpatient mental health treatment; for voluntary inpatient admission, a facility must ask whether a minor aged 14 or older consents or objects (s.27-4-1)
- When treating a West Virginia client by telehealth from another state, register for interstate telehealth: the care is treated as happening where the client is located (s.30-1-26)
- Keep HIPAA safeguards and breach notification duties, with a business associate agreement for each vendor that handles protected health information

Frequently Asked Questions
Does West Virginia require measurement-based care?
Not by statute. We found no West Virginia law requiring outpatient providers to use standardized symptom scales. Two things come close: the 2019 DOJ agreement commits the state to standardized screening and the CANS for children, and Medicaid's behavioral health centre manual expects the results of any standardized instruments to be in the record as justification for services. Your MCO may set further expectations.
Does West Virginia Medicaid pay for 96127 or collaborative care?
The Bureau for Medical Services fee schedule effective April 2026 lists 96127 as active at $3.17, and lists 99492, 99493, 99494, G2214 and 99484 as not covered in fee-for-service. The bureau notes that a listed code does not guarantee coverage, and MCO policies can differ, so confirm with the plan.
Can a teenager in West Virginia consent to counselling?
The Code does not set an age of consent for outpatient mental health treatment. For voluntary inpatient admission, a facility must ask whether a minor aged 14 or older consents or objects, and a physician may treat a minor for alcohol addiction at the minor's request. Ask your counsel about outpatient cases. HiBoop's role-based access lets you limit who sees a young client's scores.
Does HiBoop report screening or CANS results to the state?
No. HiBoop does not administer the CANS and is not connected to Department of Human Services, Medicaid or MCO systems. It sends, scores and charts validated scales and exports each client's history as CSV or PDF for your own records and reporting.
