Colorado Now Monitors Behavioural Health Performance

  • House Bill 22-1278 created the Behavioral Health Administration (BHA) in 2022 and required it to establish, by July 1, 2024, a performance monitoring system that tracks the capacity and performance of all behavioural health providers, including those contracting with managed care entities or behavioural health administrative services organizations. The BHA sets minimum performance standards for children, youth and adults that address access to care and quality of care, and it must publish results on public-facing accountability platforms.

Those standards reach providers through the universal contracting provisions state agencies use when buying behavioural health services, which must cover minimum data collection and reporting, and through the BHA's licensing rules. Under 2 CCR 502-1, a licensed entity's screening records current symptoms with their severity and evaluates imminent risk, including suicide risk, and every service plan revision documents progress made in relation to planned treatment outcomes.

The statute speaks of access, timeliness and triage and does not name a symptom scale, so no particular tool is required. For a care team, the same validated scale repeated through treatment is a plain way to show the progress those rules ask you to document. HiBoop sends the PHQ-9, GAD-7 and C-SSRS Screener, scores them on submission and charts each client's change, with exports for the individual record. It does not report to the BHA or to a regional accountable entity for you.

  • A Statewide Monitoring System

Required of the BHA by House Bill 22-1278, covering behavioural health providers across public and private care

  • Symptoms and Risk at Screening

Recorded each time someone is screened by an entity licensed under 2 CCR 502-1

  • Progress Toward Planned Outcomes

Documented whenever a licensed entity revises a client's service plan

How HiBoop Supports Colorado Care Teams

  • Colorado licenses behavioural health entities through the BHA and runs Medicaid through Health First Colorado's regional accountable entities. HiBoop handles sending and scoring the scales, and the clinical decisions stay with your team.

  • Severity Scores Before the First Session

Send the PHQ-9 or GAD-7 ahead of an intake and the scored result is ready when you meet. It adds information to your screening; the imminent-risk evaluation your licence calls for is still done by your qualified staff.

  • Progress With Numbers Behind It

Each repeat of a scale adds a point to one chart per client, so a service plan review can cite how symptoms have moved. The scores inform clinical judgement and leave the decision with the clinician.

  • Score Histories for the Record

Export a client's results as a PDF or CSV for the individual record, a plan revision or the data your contracts request. The whole account can be exported whenever you need it.

  • Primary Care and Behavioural Health in One Library

Integrated teams can draw on depression, anxiety, trauma and substance use scales from the same place, which suits clients whose needs overlap.

  • One Account for Multi-Site Organizations

Team and Network plans gather every clinician's caseload in a single account, and role-based access keeps each person to the client information their role requires.

  • Youth Scales From Age 12

Colorado lets a minor aged 12 or older seek psychotherapy services on their own when the professional finds the request voluntary and the services clinically necessary. HiBoop offers the PHQ-A, the SCARED and the CRAFFT-2.1 for younger caseloads.

The Colorado Rules and Programs Around Measurement

  • HiBoop is independent of the BHA, Health First Colorado and the bodies below, and it does not connect to state systems. This is the landscape your licensing reviewer and regional entity work within.

  • BHA Performance Monitoring

    House Bill 22-1278

The BHA must track the capacity and performance of behavioural health providers and set minimum standards covering availability of services, timeliness, capacity tracking, and quality of care, including appropriate triage based on client need. It works with the Department of Health Care Policy and Financing to align metrics, enforces the standards through contracts, licensing and the designation of administrative services organizations, and reports results publicly.

  • BHA Licensing Rules

    2 CCR 502-1

Behavioural health entities licensed by the BHA follow 2 CCR 502-1, in a version effective January 1, 2026. A screening must capture the reason for seeking services, current symptoms with severity, duration and effect on functioning, medical concerns, and an evaluation of imminent risk. Progress notes record progress toward each client's treatment goals.

Colorado Care Teams, Front Range to Western Slope

  • HiBoop works in a web browser, so a Denver group practice and a clinician serving mountain towns by telehealth use the same check-ins.

  • Denver Metro

Colorado Access is the regional accountable entity for Health First Colorado members in Adams, Arapahoe, Denver and Douglas counties under ACC Phase III.

  • Colorado Springs and Pueblo

Clinics along the southern Front Range can collect scores between visits by email link, so clients need not come in for each check-in.

  • Fort Collins and Greeley

Northern Colorado practices with more than one office can share a single scale library and client list on a Team plan.

  • Western Slope

From Grand Junction to Montrose, clinicians covering long distances can pair telehealth sessions with scales clients complete at home.

  • Mountain Towns

In high-country communities, a QR code in the waiting room lets residents and seasonal workers check in on their own phones.

  • Eastern Plains

Elbert County moved to Northeast Health Partners as its regional accountable entity in Phase III, and across the plains email check-ins spare clients long drives.

Colorado Rules on Records, Screening and Minors

  • HIPAA applies nationwide. The BHA's licensing rules add record and screening duties for licensed behavioural health entities, and Colorado law sets its own age for a minor to seek psychotherapy. None of this certifies software. The obligations rest with your organization, and HiBoop supplies tools that help you carry them out.

  • What Colorado asks of care teams

    • Keep a confidential individual record for each person served, holding screenings, assessments and reassessments, service plans, consents and progress notes, with no protected health information about other clients (2 CCR 502-1, part 2.11)
    • Screen in person unless that is contraindicated, recording the clinical rationale when a screening happens by telehealth, and repeat the imminent-risk evaluation at every screening even when other recent results can be reused (part 2.12.1)
    • Let a minor aged 12 or older obtain psychotherapy services on their own when the professional judges the request knowing, voluntary and clinically necessary, and notify a parent or guardian if the minor communicates a clear and imminent threat of suicide (House Bill 19-1120)
    • Meet HIPAA's safeguard and breach notification duties, with a business associate agreement in place for each vendor that handles protected health information

Frequently Asked Questions

  • Does Colorado require measurement-based care?

There is no general mandate. We found no Colorado statute or rule that requires outpatient providers to use standardized symptom scales. What is in place: the BHA must monitor provider performance against minimum standards for access and quality under House Bill 22-1278, and BHA-licensed entities must record symptom severity and imminent risk at screening and document progress toward planned outcomes when they revise a service plan. Your regional accountable entity or BHA contract may add its own expectations.

  • Can HiBoop's scales replace the screening our BHA licence requires?

No. The licensing rules set what a screening must collect and require an imminent-risk evaluation, suicide risk included, every time someone is screened, in person unless that is contraindicated. A PHQ-9 or C-SSRS Screener completed through HiBoop can add scored information to that process and to the record, while your qualified staff complete and review the screening itself.

  • At what age can a young person consent to therapy in Colorado?

Under House Bill 19-1120, a minor aged 12 or older may seek and obtain psychotherapy services without a parent's consent when the mental health professional finds the minor is seeking them knowingly and voluntarily and the services are clinically necessary. With the minor's consent the professional may inform a parent or guardian, and must notify them if the minor communicates a clear and imminent threat of suicide. Confirm the details with your counsel; HiBoop's role-based access lets you limit who sees a young client's scores.

  • Is HiBoop HIPAA compliant for Colorado practices?

Yes. HiBoop is HIPAA compliant and offers a business associate agreement to covered entities. Colorado's licensing rules for behavioural health entities sit on top of HIPAA, and whether a given disclosure is allowed depends on your circumstances, so check with your counsel.
