Arkansas Now Rates Providers Inside Its PASSE Networks

  • Arkansas Medicaid serves people with complex behavioural health needs through the Provider-Led Arkansas Shared Savings Entity (PASSE) program. Enrolment is decided by the Arkansas Independent Assessment, a standardized evaluation: a person assessed at Tier 2 or higher, with a behavioural health diagnosis needing services beyond counselling and medication management, has their care managed by a PASSE. Four PASSEs operate: Arkansas Total Care, CareSource, Empower and Summit.

Under Act 962 of 2025, every PASSE must keep a basic quality rating system online, with ratings for each risk-based provider organization based on measures the PASSE collects, and DHS links to each one. Outside the PASSEs, Arkansas Medicaid's Counseling and Crisis Services manual asks for an update on the client's progress in every note, and a review contractor examines a random sample of records from each enrolled provider every quarter.

Either way, a provider is asked to show how clients are doing. HiBoop sends validated scales such as the PHQ-9, GAD-7 and PCL-5 by email or QR code, scores them on submission and charts each client's results, with CSV and PDF exports for your notes and records requests. It does not complete the Independent Assessment and does not report to a PASSE.

  • PASSE Quality Ratings

Required by Act 962 of 2025, with ratings for each risk-based provider organization

  • The Independent Assessment

A standardized evaluation that places people at Tier 2 or higher in a PASSE

  • Progress in Every Note

Counseling and Crisis Services documentation must include updates on the patient's progress

What HiBoop Does for Arkansas Providers

  • Arkansas splits Medicaid behavioural health between traditional Medicaid counselling and the PASSE program, and lets independently licensed practitioners enrol without agency certification. HiBoop collects and charts the scores; the clinical call stays with you.

  • Progress You Can Put in a Note

Send the same scale before sessions and each score is dated and charted. A line such as "PHQ-9 down from 17 to 9 since intake" gives the progress update your documentation needs and informs your clinical judgement.

  • Records Ready for Review

When the quarterly review contractor asks for a client's record, export the score history as a PDF to send with the rest of the chart.

  • Data for PASSE Conversations

Export dated scores as CSV when your PASSE asks how your clients are doing or when you review its quality rating for your organization.

  • Trauma and Substance Use

The PCL-5, PC-PTSD-5, ASSIST and TAPS sit beside the PHQ-9 and GAD-7. Arkansas Medicaid's substance abuse assessment uses the Addiction Severity Index or another assessment tool approved by DHS, which HiBoop does not provide.

  • School-Based and Youth Services

Arkansas lets school-based mental health providers certified by the Department of Education bill counselling services. The PHQ-A, SCARED and CRAFFT-2.1 cover adolescent depression, child anxiety and youth substance use.

  • Solo Practices and Agencies

An independently licensed practitioner can start on Care; an agency employing LACs, LMSWs and LAMFTs can bring everyone into Team or Network with role-based access.

Where Measurement Fits in Arkansas's System

  • HiBoop is independent of these programs and does not connect to DHS or PASSE systems. This is the structure your clients and payers already sit within.

  • PASSE Quality Rating Systems

    Act 962 of 2025

Each PASSE must have a basic quality rating system, accessible online, that rates each risk-based provider organization on measures the PASSE collects. DHS links to the rating pages of Arkansas Total Care, CareSource, Empower and Summit.

  • Little Rock and Central Arkansas

Researchers at the UAMS Psychiatric Research Institute ran a mental health needs assessment at the Pulaski County Regional Detention Facility, the state's largest jail.

  • Northwest Arkansas

A UAMS College of Pharmacy student-led clinic in the region has screened Marshallese patients with diabetes for depression using the PHQ-2.

  • Rural Arkansas

Federally qualified health centres across rural Arkansas took part in a trial of on-site and telemedicine-based collaborative care for depression. Check-ins by email or QR code between visits save clients long drives.

Arkansas Medicaid Documentation and Records

  • HIPAA sets the federal floor. Arkansas Medicaid's Counseling and Crisis Services manual adds its own documentation rules, and DHS reviews records against them. None of it certifies software; the duties sit with your practice, and HiBoop's part is to support them.

  • What the Arkansas Medicaid manual asks

    • Keep individualized documentation for each session, with the date and actual time, the setting, and the name, credentials and signature of the person who provided the service (section 226.100)
    • Relate each service to the treatment plan and include updates on the client's progress
    • Where a service involves anyone other than the client, show conformance with HIPAA, including specific authorizations where required
    • Use electronic signatures only in line with Arkansas Code 25-31-103, and send requested records to the review contractor by fax, mail or electronic medium, not email
  • What HiBoop provides

    • Scores stored with their dates, ready to cite as progress in a session note
    • PDF exports of a client's score history for a records request
    • A business associate agreement for HIPAA covered entities, and logs of each view and export
    • SOC 2 Type II certification and US hosting in Google Cloud, set out on our trust page
  • Credentialing with a PASSE or reviewing vendors?

Measurement-based care

Frequently Asked Questions

  • Does Arkansas require measurement-based care?

Not as a rule for every provider. Arkansas Medicaid requires a standardized Independent Assessment to place people in a PASSE, asks counselling providers to document progress in every note, and since Act 962 of 2025 requires each PASSE to publish quality ratings of its provider organizations. We found no Arkansas rule naming a particular symptom scale, so check your PASSE contract.

  • Does HiBoop affect our PASSE quality rating?

HiBoop does not report to any PASSE and does not see the measures a PASSE uses. It gives your team dated scores and exports, which you can use in your own quality work and in conversations with the PASSE.

  • Can an LPC in private practice bill Arkansas Medicaid directly?

Under the Counseling and Crisis Services manual, LPCs, LCSWs, LMFTs, licensed psychologists, independent licensed psychological examiners and LADACs can enrol directly as independently licensed practitioners, alone or in a group. Associate-level clinicians must work through a certified agency. HiBoop works the same way for both.

  • Is HiBoop HIPAA compliant for Arkansas practices?

Yes. HiBoop is HIPAA compliant and signs a business associate agreement with covered entities. The Arkansas Medicaid manual also asks providers to show HIPAA conformance, including specific authorizations, whenever a service involves someone other than the client.
