Kentucky's CCBHCs Report Depression Remission

  • Kentucky was selected in 2020 for the federal certified community behavioral health clinic (CCBHC) demonstration, which began on 1 January 2022 with four pilot clinics and now runs to 31 December 2027. The state was approved to expand in 2023, and six more CCBHCs came on in January 2026. The Department for Medicaid Services certifies the clinics, pays them a prospective rate and reports their quality measures to SAMHSA each year.

Those measures go beyond counting visits. Clinics send raw data from their records for depression remission at six months among clients aged 12 and older with major depression or dysthymia, and for depression screening with an age-appropriate standardized tool and a follow-up plan. SAMHSA lists suicide risk assessment for children and adults as optional; Kentucky makes both mandatory for every clinic in its demonstration. Since April 2026 the state calculates the measures itself, and it encourages clinics to calculate them internally for their own quality improvement.

Remission at six months only shows up if the scale was given at the start and again later. HiBoop sends the PHQ-9, scores it on submission and keeps every result on one chart per client, so a clinic can see who is due for a repeat and check its own numbers between state reports. It does not send data to the Department for Medicaid Services or to SAMHSA.

  • Remission at Six Months

DEP-REM-6, for clients 12 and older with major depression or dysthymia, plus or minus 60 days

  • Suicide Risk Assessment, Required

Optional in SAMHSA's specifications, mandatory for Kentucky's demonstration clinics for children and adults

  • Screening With a Follow-Up Plan

Depression screening using an age-appropriate standardized tool, with a documented plan when positive

What HiBoop Does for Kentucky Care Teams

  • Kentucky lists screening and collaborative care codes on its Medicaid fee schedules, organizes public mental health care through regional boards, and sets its own rules for telehealth and for young people. HiBoop runs the scales and the charts; the clinical decisions are yours.

  • Baseline, Then the Six-Month Check

Send the PHQ-9 at intake and schedule repeats, so each client's score at around six months sits next to the first one. Remission and response become something a team can see rather than reconstruct.

  • Suicide Risk Screening

The C-SSRS Screener is in the same library as the PHQ-9 and PHQ-A, so a positive depression screen can lead straight into a structured risk screen and your own safety planning.

  • Scores That Support Billing Records

Kentucky Medicaid lists 96127 for each standardized instrument with scoring and documentation. HiBoop records the scale, the score and the date for every administration, ready to export as CSV or PDF.

  • Tobacco, Alcohol and Drug Screening

Kentucky's CCBHC measures include tobacco and unhealthy alcohol use screening. The TAPS covers tobacco, alcohol and other substances in one tool, alongside the ASSIST and CAGE-AID.

  • One Account for a Regional Centre

Team and Network plans bring clinicians across a multi-county region into one account, with role-based access so each person sees only the clients their role allows.

  • Telehealth Check-Ins

Clients in the eastern coalfields or the Purchase answer from an email link between video sessions. Identity checks, location and consent for each telehealth session remain part of your own practice.

Kentucky Records, Telehealth and Minors' Consent

  • HIPAA is the federal floor. Kentucky adds rules on who may counsel a 16-year-old without a parent, detailed duties for telehealth sessions, and a consumer data law that leaves HIPAA covered entities to HIPAA. None of these laws certifies software; the duties are your organization's, and HiBoop provides safeguards that help you meet them.

  • What Kentucky law asks

    • Know who may counsel a minor without a parent: a physician may provide outpatient mental health counselling to a child aged 16 or older on request, while other qualified mental health professionals may do so for a 16-year-old only if the young person is an unaccompanied youth (KRS 214.185)
    • For social workers delivering telehealth, obtain informed consent, explain the technology's privacy risks, assess whether telehealth suits the client, and verify the client's identity and document their location each session (KRS 335.158)
    • Treat Cabinet for Health and Family Services records that identify a patient as confidential, released only with consent or as the law allows (KRS 210.235)
    • Keep HIPAA safeguards and breach notification in place, with a business associate agreement for each vendor; the Kentucky Consumer Data Protection Act does not apply to covered entities or business associates
  • What HiBoop provides

Measurement-based care

Frequently Asked Questions

  • Does Kentucky require measurement-based care?

Not for every provider. We found no Kentucky statute or regulation requiring all outpatient providers to use standardized symptom scales. Clinics in the Medicaid CCBHC demonstration do send the state data for depression remission at six months, depression screening and suicide risk assessment. Outside the demonstration, check your MCO contract for its expectations.

  • Does Kentucky Medicaid pay for 96127 and collaborative care?

The Department for Medicaid Services' 2026 fee schedules list 96127 and the collaborative care codes 99492, 99493 and 99494, along with 99484; G2214 is not on the physician schedule. Kentucky notes that a listed rate does not guarantee coverage, and MCOs set their own policies, so confirm with the plan before you bill.

  • Will private insurers in Kentucky cover collaborative care?

A 2026 law, KRS 304.17A-662, requires health benefit plans that cover mental health treatment to reimburse care delivered through the psychiatric collaborative care model, for plans issued or renewed from 1 January 2027. Medical necessity reviews are still allowed within parity rules.

  • Can a 16-year-old in Kentucky see a counsellor without a parent?

It depends on who provides the care. Under KRS 214.185, a physician may provide outpatient mental health counselling to a child aged 16 or older on request without parental consent; other qualified mental health professionals may do so only for an unaccompanied youth aged 16 or older. Confirm the details with your counsel. HiBoop's role-based access lets you limit who sees a young client's scores.
