Measurement-Based Care for Idaho Mental Health Teams
For outpatient clinics, Idaho Behavioral Health Plan network providers and private practices from Coeur d'Alene to Idaho Falls. Idaho already requires a structured assessment for every young Medicaid client before most outpatient care; HiBoop adds symptom scales between visits, sent by email or QR code, scored on submission and charted for each client. US customer data stays in Google Cloud US regions.
Idaho Builds Youth Treatment on a Required Assessment
Idaho Medicaid's behavioural health services run through the Idaho Behavioral Health Plan, administered by Magellan of Idaho since July 2024. Under the plan's program services rules, effective 1 April 2026, the Child and Adolescent Needs and Strengths (CANS) is the functional assessment the Department of Health and Welfare requires for youth: every young person under 18 must have one before receiving most outpatient behavioural health services, it is updated every 90 days, and any treatment plan that addresses a functional need, psychotherapy included, must be based on it.
Adults are handled differently. The same rules say the department does not mandate a specific functional assessment tool for adults, naming the ANSA and LOCUS only as examples. Idaho Medicaid also accepts the PHQ-9, alongside the Edinburgh scale and the Beck Depression Inventory, as a standardized instrument for postpartum depression screening billed at a baby's well-child visit.
The CANS is a functional assessment completed by a certified clinician; it does not measure week-to-week symptom change. HiBoop fills that gap with self-report scales between visits: the PHQ-9, GAD-7 and youth scales, scored on submission and kept on one chart per client, so the 90-day review has more to go on than memory. HiBoop does not offer the CANS and does not report to Magellan or the department.

What HiBoop Does for Idaho Care Teams
Idaho pays for Medicaid behavioural health through a single statewide plan, organizes crisis care across seven regions, and requires a parent's consent before a minor receives health care. HiBoop supplies the symptom scales; your clinicians stay in charge of care.
Symptom Scores Between CANS Reviews
The CANS is renewed every 90 days. Send the PHQ-A or SCARED monthly in between and the scores are waiting on the client's chart when the next review comes round.
A Chart That Shows Direction
Each repeat of a scale adds a point to one chart per client, so a clinician can see whether symptoms are easing before the session starts. The trend informs clinical judgement; it never replaces it.
Exports for Treatment Plan Reviews
Download a client's score history as PDF for the record or a treatment plan review, or a whole caseload as CSV for your own quality reporting. You can export the entire account whenever you choose.
Built for Rural Distances
Clients answer on their own phone from an email link or a QR code, so a check-in between visits does not need a long drive across a frontier county.
Clinics, Groups and Health Centres
Group practices and health centres with several sites can run them all under a Team or Network plan, with role-based access so each staff member sees only the clients their role allows.
Youth Scales With Parents in the Loop
Idaho requires a parent's informed consent before a minor receives health care, mental health screening included. The SCARED parent version lets a caregiver report alongside the young person's own SCARED or PHQ-A.

CANS outcomes and telehealth
Using Idaho's statewide CANS data, new admissions to the state-funded children's mental and behavioural health program fell from 4,458 in April to December 2019 to 2,794 in the same months of 2020, and for most children with complex needs telehealth was as effective as in-person services for building strengths and resolving needs.

Linking 97 CANS indicators to 2018-2022 Idaho Medicaid claims for youth with serious emotional disturbance in the YES program, the authors found a substantial proportion of youth underusing behavioural and mental health services and virtually no overusers.

Distress screening in primary care
In a 2021 survey of 3,646 primary care patients and health care staff at St. Luke's in Idaho, 32.2% of patients and 29% of providers and staff reported moderate to high levels of at least one measure of mental distress.

How Measurement Fits Idaho's System
HiBoop is independent of these programs and does not connect to Magellan or state systems. This is the context your plan, crisis centre and licensing board already know.
CANS in the Idaho Behavioral Health Plan
Youth under 18The plan's program services rules make the CANS the department's required functional assessment for youth. It is required before any outpatient behavioural health service that addresses a functional need, is updated every 90 days, and underpins every treatment plan for such services. Clinicians' CANS certification must be renewed every year.

Since July 2024Magellan Healthcare is Idaho Medicaid's managed care contractor for behavioural health. Since 1 July 2024, claims with a behavioural health or substance use primary diagnosis go to the plan rather than to Medicaid's fee-for-service claims processor. Primary care encounters at FQHCs and rural health clinics are among the exceptions, and members of Idaho Medicaid Plus or the Medicare Medicaid Coordinated Plan are not covered by it.

Idaho Parental Consent, Records and Telehealth
HIPAA sets the federal floor. Idaho adds a parental consent rule for minors' health care that names mental health screening, its own rule on mental health records, and a registration path for out-of-state telehealth providers. None of these certifies software; the duties are your organization's, and HiBoop provides safeguards that support them.
What Idaho law asks of care teams
- Obtain a parent's informed consent before furnishing a health care service to a minor, which Idaho Code 32-1015 defines to include screening for a mental health condition; exceptions include a signed blanket consent form, emergencies and the 988 Idaho crisis line
- For voluntary admission of anyone under 18 to a mental health facility, act on the application of the parent or guardian (Idaho Code 66-318)
- Keep records made under the mental health treatment chapter that identify a patient subject to the disclosure rules in Idaho Code 66-348
- Out-of-state providers treating Idaho clients by telehealth can register under the Idaho Virtual Care Access Act, follow the Idaho community standard of care, and may not provide in-person services in Idaho

Frequently Asked Questions
Does Idaho require measurement-based care?
For young Medicaid clients, a structured assessment is required: the CANS must be in place before most outpatient behavioural health services for youth under 18 and is updated every 90 days. For adults, the department does not mandate a specific tool, and we found no Idaho statute requiring symptom scales such as the PHQ-9 or GAD-7. Commercial insurers and contracts may set their own expectations.
Can HiBoop complete the CANS for us?
No. The CANS is completed by a certified clinician under the plan's rules, and HiBoop does not offer it or connect to Magellan or state systems. Teams use HiBoop for the self-report scales in between, then export score histories as CSV or PDF for the record and the 90-day review.
Can a teenager consent to counselling on their own in Idaho?
Generally not. Idaho Code 32-1015 says a health care service, defined to include screening for and treatment of a mental health condition, may not be furnished to a minor without a parent's informed consent, subject to exceptions such as a signed blanket consent form, emergencies and the 988 Idaho crisis line. Since sending a scale to a minor is a form of screening, confirm consent before you do, and check the details with your counsel.
Can we see Idaho clients by telehealth from another state?
There are two routes. Idaho has been a PSYPACT state since July 2022, for psychologists who hold the compact credentials. And under the Idaho Virtual Care Access Act, out-of-state mental and behavioural health providers can register to treat Idaho clients by telehealth without an Idaho licence, following the Idaho community standard of care and providing no in-person services in the state. Idaho has not joined the Counseling Compact.
