Made for How Florida Practices Measure Progress

  • Florida's funding contracts, Medicaid plans and licensing boards all ask what changed for the people you serve. HiBoop gathers the scores; the clinical judgement stays yours.

  • Functioning and Recovery, Measured

Florida law asks DCF and its Managing Entities to track improvement in functioning and progress in recovery for the people they fund. Repeat the PHQ-9, GAD-7 or PCL-5 across a course of care and each client's scores line up on one chart, ready to inform the next session.

  • HIPAA, With a BAA

HiBoop offers a Business Associate Agreement, is SOC 2 Type II certified and encrypts data in transit and at rest. Every view and export of client data is logged, so you can answer who saw what when a client or auditor asks.

  • Agencies and Group Practices

Team and Network plans put every clinician's caseload in one account, with role-based access so intake staff, therapists and supervisors each see only what their role allows.

  • One Published Price List

Care is $25/month for one clinician, month to month. Team starts at $200/month with unlimited clinicians. Network is custom. One price list in US dollars, published on our pricing page.

  • Risk Screens Before the Session

Add the C-SSRS Screener to a check-in and its answers are scored on submission with the rest, so they are in front of you before the session. The result informs your judgement and your own crisis protocol; HiBoop does not contact clients, emergency services or receiving facilities.

  • Exports for Contracts and Audits

Download a client's score history as a PDF, or a caseload as CSV, when a funder, managed care plan or supervisor asks for outcome evidence. Your data can be exported anytime.

Research from Florida

  • PHQ-9 and GAD-7 over time

At a University of South Florida concussion centre in Tampa, 502 patients completed the PHQ-9 and GAD-7 at their first and follow-up visits; those with an initial PHQ-9 of 6 or less had a median recovery of 17 days, against 33 days for those scoring above 6.

Narducci et al., South Med J, 2021 PMID 34853851

  • PHQ-8 and GAD-7

In 2,356 adults in the Miami Heart Study at Baptist Health South Florida, 47.1% of Hispanic ethnicity, 6.1% scored 10 or more on the PHQ-8 and 9.5% scored 10 or more on the GAD-7.

Bafna et al., J Psychiatr Res, 2025 PMID 40010071

  • PHQ-9 in primary care

In one Florida adult primary care office, the depression screening rate in sampled charts rose from 23.3% to 90% after a screening reminder, the PHQ-9 and a treatment algorithm were built into the office workflow.

Lindsay and Decker, J Dr Nurs Pract, 2022 PMID 35820789

  • Collaborative care for children

In a Northeast Florida pilot of child psychiatry consultation for 22 primary care providers, 57% of the 49 children seen were discharged back to their primary care provider with treatment recommendations, and 10% needed long-term psychiatric care.

Fallucco et al., J Behav Health Serv Res, 2017 PMID 27189698

Where Outcome Data Shows Up in Florida

  • Public funding, Medicaid managed care and professional licensing each touch how Florida care teams record progress. HiBoop is independent of all of them; this is the context your funders and referrers will know.

  • DCF Substance Abuse and Mental Health Program

    Managing Entities

The Department of Children and Families contracts for community mental health and substance use services through regional Managing Entities, which subcontract with local providers rather than deliver care themselves. Under s. 394.9082, Florida Statutes, Managing Entities collect data on the people served and their outcomes, and their performance standards include improvement in functioning and progress in recovery.

  • Statewide Medicaid Managed Care (SMMC)

    AHCA

Florida runs Medicaid as a statewide, integrated managed care program overseen by the Agency for Health Care Administration. Mental health services and substance abuse treatment are minimum benefits every managed care plan must cover (s. 409.973). Providers in a plan network follow that plan's documentation rules; HiBoop gives them a consistent score history to draw on.

  • The Baker Act (Chapter 394)

    Crisis context

The Florida Mental Health Act lets a court, a law enforcement officer or certain professionals, including licensed mental health counsellors, marriage and family therapists and clinical social workers, start an involuntary examination of up to 72 hours at a receiving facility when strict criteria are met. HiBoop plays no part in that decision. A risk screen in HiBoop only puts information in front of the clinician.

  • Licensing Boards

    Florida Department of Health

The Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling licenses professionals under chapter 491, which requires them to keep records and lets the board set how long. The Board of Psychology licenses psychologists under chapter 490. Score histories exported from HiBoop can sit alongside the records your board expects.

FIPA, HIPAA and Your Client Data

  • The Florida Information Protection Act of 2014 (s. 501.171) covers personal information that includes a person's mental or physical condition or health insurance number. There is no FIPA certification for software; the Act sets duties for the business that holds the data and for any vendor that stores it on that business's behalf.

  • What FIPA asks of a covered entity

    • Take reasonable measures to protect and secure personal information held electronically (s. 501.171(2))
    • Notify affected individuals no later than 30 days after a breach is determined or suspected (s. 501.171(4))
    • Notify the Department of Legal Affairs of a breach affecting 500 or more people in Florida (s. 501.171(3))
    • Dispose of customer records securely once they are no longer kept (s. 501.171(8))
    • Expect a vendor holding the data, which FIPA calls a third-party agent, to report a breach to you within 10 days (s. 501.171(6))
  • What HiBoop does

    • Hosts US customer data in Google Cloud US regions, encrypted in transit and at rest
    • Offers a HIPAA Business Associate Agreement and is SOC 2 Type II certified
    • Logs each view and export of client data, with role-based access controls
    • Lets you export your data anytime, so retention and disposal stay under your control

Frequently Asked Questions

  • Is HiBoop FIPA certified?

No product is, because the Florida Information Protection Act has no certification. FIPA places breach-notice duties on the business holding personal information and requires a vendor storing it on that business's behalf to report a breach within 10 days. HiBoop is HIPAA compliant, offers a Business Associate Agreement and is SOC 2 Type II certified. FIPA also deems notice given under your federal regulator's rules to meet its individual-notice requirement, so ask your counsel how HIPAA breach notice and FIPA fit together for your practice.

  • Does HiBoop report to DCF or my Managing Entity?

No. HiBoop is independent of DCF and the Managing Entities and does not connect to their data systems. Florida law asks Managing Entities to report outcomes such as improvement in functioning, and many pass that expectation to the providers they fund. HiBoop gives you the scores and a PDF or CSV export; what you submit, and in which format, follows your contract.

  • Can HiBoop help with Baker Act decisions?

No. HiBoop is not a crisis service and has no role in starting or reviewing an involuntary examination. If you add the C-SSRS Screener to a check-in, its answers are scored on submission for you to review, and the result informs your own judgement and your practice's crisis protocol. Clients in crisis should call or text 988 or go to the nearest emergency department.

  • Does HiBoop work for providers in Medicaid managed care plans?

Yes, as a measurement tool. HiBoop does not bill Medicaid or connect to a plan's systems. Providers in an SMMC plan network can send validated scales at each session and export score histories when the plan reviews documentation. Check your plan contract for the measures and reporting it names.
