Louisiana Medicaid Writes Outcome Measures Into Its Practice Policies

  • Louisiana Medicaid's Behavioral Health Services provider manual does more than list covered services. Its policies for evidence-based practices say which outcomes to measure and when. For dialectical behaviour therapy, the September 2026 policy says outcome measures must be completed by clients at least before and after treatment and at six-month intervals, names the Difficulties in Emotion Regulation Scale (DERS) among the standard tools, and asks DBT teams to send de-identified, program-level outcome data to every contracted managed care organization twice a year.

The EMDR policy names the PTSD Checklist for DSM-5 (PCL-5) as the appropriate adult scale for trauma symptoms before and after treatment, and the TF-CBT policy names the CPSS-5 for children aged 8 to 18. For community psychiatric support and treatment and psychosocial rehabilitation, providers must complete a CALOCUS or LOCUS rating before services start and every 180 days until discharge, for members aged 6 to 20.

Each of these requires the same scale given more than once, with the dates on record. HiBoop sends the PCL-5, the DERS and the PHQ-9 by email or QR code, scores them on submission and keeps every result on one chart per client, with CSV and PDF exports for discharge summaries and your own aggregate reports. HiBoop does not offer the CALOCUS, LOCUS, CPSS-5 or BSL-23, and it does not send data to a health plan.

  • DBT: Before, After and Every Six Months

Client outcome measures, with program-level results sent to each managed care organization twice a year

  • EMDR: The PCL-5 for Adults

Trauma symptoms measured before and after treatment, under the Medicaid EMDR policy

  • CALOCUS and LOCUS Every 180 Days

Level-of-care ratings for members aged 6 to 20 receiving CPST or psychosocial rehabilitation

What HiBoop Does for Louisiana Providers

  • Louisiana delivers specialized behavioural health through its Healthy Louisiana plans and the Coordinated System of Care, and its provider manual sets out how outcomes are measured for several therapies. HiBoop handles the questionnaires; the clinical reading of the scores stays with your team.

  • Pre and Post, Without the Paper

Send the baseline scale before the first session and the closing one at discharge. Both land on the same client chart with their dates, ready to copy into a discharge summary.

  • Six-Month Check-Ins on a Schedule

For DBT clients, set the DERS or PHQ-9 to go out again at six-month intervals, or every four months in a 12-month episode, as the policy suggests. Each new score informs the continued-authorization request and your clinical judgement.

  • Program-Level Exports

Export score histories as CSV so your team can build the de-identified, program-level outcome reports a DBT team owes its managed care organizations. HiBoop provides the data; your team aggregates and submits it.

  • Trauma Scales for Adults

The PCL-5 named in the EMDR policy sits beside the PC-PTSD-5 screen and the International Trauma Questionnaire, so an adult trauma pathway can run in one place.

  • Teens and Families

For young people, HiBoop offers the PHQ-A for depression, the SCARED for anxiety, with its parent version, and the CRAFFT-2.1 for substance use.

  • Agencies With Many Licensed Practitioners

Team and Network plans give a licensed rehabilitation agency one account for every clinician and site, with role-based access so direct care staff see only what their role allows.

Where Measurement Fits in Louisiana's System

  • HiBoop is independent of these programs and does not connect to Louisiana Department of Health or health plan systems. This is the context your managed care organization and licensing board already work in.

  • Evidence-Based Practice Policies

    Medicaid manual

Appendix E of the Behavioral Health Services chapter sets standards for practices including assertive community treatment, TF-CBT, EMDR and DBT. Each has an outcomes section: DBT names the BSL-23, the DERS and the Ways of Coping Checklist; EMDR names the PCL-5 for adults; ACT outcome data goes to the managed care organizations monthly on a standardized form they provide.

  • Standardized Level-of-Care Ratings

    Appendix G-1

Mental health rehabilitation providers must use the CALOCUS for members aged 6 to 18 and the LOCUS for those aged 19 and 20 who receive CPST or psychosocial rehabilitation, rated face to face by a physician or trained licensed mental health professional, before services begin, every 180 days and at discharge.

Louisiana Medicaid Records, Consent and Telehealth

  • HIPAA sets the federal floor. Louisiana Medicaid's behavioural health manual adds its own record-keeping, consent and telehealth rules for the providers it pays. They place no certification on software; the duties belong to your agency, and HiBoop's part is to support them.

  • What the Louisiana Medicaid manual asks

    • Release client information only on a court order, the member's written informed consent, the written consent of a legal guardian or representative for a member declared legally incompetent, or as 42 CFR Part 2 allows
    • Send any electronic communication with member-identifying information to another agency or to LDH in line with HIPAA, through an encrypted messaging system
    • For crisis response services to a minor under 18 in a non-emergency, document consent for treatment from the minor, a parent or a person with legal authority to act on the minor's behalf
    • For CPST by telehealth, use a secure HIPAA-compliant system, record the member's informed consent to telehealth, and bill with modifier 95 and place of service 02 or 10; text and email are not telehealth
  • What HiBoop provides

    • Encryption in transit and at rest, with client data hosted in Google Cloud US regions
    • A business associate agreement for HIPAA covered entities
    • An access log of each view and export, alongside role-based permissions
    • SOC 2 Type II certification, with our security controls published on the trust page
  • Does your managed care organization want your vendor's security details?

Our trust page covers hosting, encryption, access logging and SOC 2 Type II. We can sign a BAA and help with credentialing or security questionnaires.

Frequently Asked Questions

  • Does Louisiana require outcome measures?

For some Medicaid services, yes. The provider manual's DBT policy says outcome measures must be completed before and after treatment and at least every six months, and its EMDR and TF-CBT policies name the scales to use before and after treatment. CPST and psychosocial rehabilitation for members aged 6 to 20 need a CALOCUS or LOCUS rating every 180 days. For other outpatient therapy we found no required scale, so check your managed care contracts.

  • Can HiBoop produce the DBT program report for our managed care organizations?

Not by itself. HiBoop sends and scores the scales and exports every client's dated scores as CSV. Your team removes identifiers, aggregates the results at program level and sends them to each managed care organization, as the DBT policy describes.

  • Does HiBoop include the CALOCUS or LOCUS?

No. Those level-of-care ratings are completed face to face by a physician or trained licensed mental health professional and submitted to the member's health plan. HiBoop covers the self-report scales around them, such as the PHQ-9, GAD-7 and PCL-5.

  • Can clients complete scales at home under Louisiana's telehealth rules?

Clients answer HiBoop questionnaires on their own device; that is not a telehealth visit. The Medicaid manual describes telehealth as services delivered by telecommunication when practitioner and member are in different places, and says text and email do not count. If a session itself is delivered by telehealth, follow the manual's rules on consent, modifier 95 and place of service.
