How mental health care is organized in Manitoba

Manitoba's public system works in two layers. Shared Health, the provincial health authority, runs provincially coordinated services, among them mental health and addictions programs and the Selkirk Mental Health Centre. Five regional health authorities, whose boards are accountable to the Minister of Health, deliver care in their own areas.

Manitoba Health does not insure services by psychologists outside a hospital or institution, so sessions in private practice are paid by the client or a benefits plan, while physicians' services are insured. The province's five-year roadmap, A Pathway to Mental Health and Community Wellness (2022), named quality and innovation among its five areas of focus. Measuring change session by session is one practical way a care team can show quality.

What HiBoop Does for Manitoba Care Teams

  • PHIA, two official languages in provincial services and a province where many clients live far from a clinic all shape how outcome data is gathered. HiBoop takes care of the measurement and leaves the clinical call to you.

  • An Information Manager Agreement, in Writing

Section 25 of PHIA lets a trustee bring in an outside information manager only with a signed agreement in place. HiBoop's published BAA policy sets out its standard terms as an information manager under provincial health information acts, supported by our trust page and security documentation.

  • The Minimum Amount Necessary

Section 20 of PHIA keeps each use and disclosure to what the purpose actually needs. With role-based access in HiBoop, a receptionist, a clinician and a clinical lead each see what their role requires and no more.

  • The Scales Behind CBTm

The province lists CBTm, a five-class program, among its mental health services, and a Winnipeg evaluation of the classes measured change with the PHQ-9 and GAD-7. Both scales are in HiBoop, scored on submission and graphed per client, so the numbers inform your clinical judgement.

  • Built for Distance

A client in Flin Flon or on a farm near Dauphin answers on their own phone from an email link or QR code, so measurement between sessions does not depend on a trip to the clinic.

  • Addictions and Recovery Scales

Teams working with substance use can send the ASSIST-3, CAGE-AID and BARC-10 alongside mood and anxiety scales, and follow recovery capital over time.

  • A French-Language Page for Francophone Teams

This page is in French as well as English, so staff at a designated bilingual authority such as Southern Health-Santé Sud, or a clinic in Saint-Boniface, can read about HiBoop in their language of work.

Research data

Research from Manitoba

  • PHQ-9 and GAD-7 in group CBT

In a chart review of 523 adult outpatients who attended large CBT-with-mindfulness classes at a Winnipeg tertiary mental health clinic in 2015 and 2016, scores fell by 0.52 GAD-7 points and 0.65 PHQ-9 points per class; effect sizes were small and dropout was 37.5%.

Thakur et al., BMC Psychiatry, 2019 PMID 31053070

  • Depression screening in primary care

In three Manitoba primary care practices with Shared Mental Health Care, where 32 of 36 physicians answered a survey and 15 providers were interviewed, uptake of Manitoba Health's depression screening indicators varied across sites and providers and rose over time.

Beaulac et al., Primary Health Care Research & Development, 2017 PMID 27609318

  • PHQ-9 validity

In a University of Manitoba study of 253 people with multiple sclerosis, checked against structured diagnostic interviews, the PHQ-9 had the highest sensitivity of the depression measures tested, at 84%.

Marrie et al., Multiple Sclerosis and Related Disorders, 2018 PMID 29274564

  • PHQ-9 and GAD-7 reliability

Among 150 people with rheumatoid arthritis in a University of Manitoba study, the PHQ-9 showed 87% sensitivity and 77% specificity for interview-confirmed depression, and the screening measures had test-retest reliability of 0.69 to 0.88.

Frequently Asked Questions

  • Does HiBoop meet PHIA for my practice?

PHIA's duties belong to the trustee, so the question that matters is whether HiBoop supports you in meeting them. It does that with published standard terms as an information manager, documented safeguards, access set by role and a log of every view and export.

  • What does PHIA require if there is a privacy breach?

PHIA has a breach section, 19.0.1: where a breach could create a real risk of significant harm, the trustee tells both the person affected and the Ombudsman. HiBoop's record of who opened or exported client data helps you piece together what happened and whose information was involved.

  • Does Manitoba Health cover sessions with a psychologist?

No, not for private sessions. Outside a hospital or institution, psychologists' services are on Manitoba Health's list of services it does not insure, so the client pays directly or claims through a benefits plan.

  • Can our francophone team read about HiBoop in French?

Yes. This page and much of hiboop.com are in French. If your clients would rather answer in French, ask us which scales have French versions before you send them.
