Measurement-Based Care for Saskatchewan Care Teams
For psychologists, social workers, counsellors and clinics from Regina and Saskatoon to the north. Clients complete validated scales such as the PHQ-9 and GAD-7 from an email link or QR code, scores arrive with the response, and each client's change is charted across sessions. Canadian customer data is hosted in Google Cloud Canada regions.
How mental health care is organized in Saskatchewan
Since 4 December 2017, one provincial body, the Saskatchewan Health Authority, has planned and delivered health services for the whole province, after taking over from 12 former regional health authorities. Its mental health and addictions services include intake lines, psychiatric services, case management, inpatient care and peer support, and people can also call HealthLine 811, which answers mental health and addictions calls 24 hours a day. The province notes that not every service is available in every area.
Provincial coverage insures medically required services from physicians, optometrists and dentists; services from psychologists and social workers in private practice are uninsured and are paid by the client, often through private insurance or an employer benefit plan. Some psychologists and social workers also work within the Health Authority's publicly funded services. In both settings, a running record of scores gives client and clinician the same view of progress.
What HiBoop Does for Saskatchewan Care Teams
Saskatchewan's health information law, a single provincial authority and long distances between communities all shape how outcome data is gathered. HiBoop does the measuring; the clinical decisions stay with you.
A Written Agreement Before Data Moves
Before personal health information goes to an outside provider such as HiBoop, HIPA expects the trustee to have a signed agreement in place (s. 18). HiBoop's published BAA policy sets out its standard terms for handling health information under provincial health information acts, and our trust page and security documentation support your review.
Only What Each Role Needs
HIPA's need-to-know rule limits collection, use and disclosure to what is reasonably necessary (s. 23). Role-based access in HiBoop keeps each team member to the clients and records their role calls for.
The PHQ-9 and GAD-7 Saskatchewan Research Uses
Studies of internet-delivered CBT in Saskatchewan's routine care track depression and anxiety with the PHQ-9 and GAD-7. Both are in HiBoop, scored when the client submits and charted session by session, so the numbers inform your clinical judgement.
Check-ins That Do Not Need the Drive
A client in La Ronge or on a farm outside Swift Current answers on their own phone from an email link or QR code, so between-session measurement does not wait for the next trip to town.
Substance Use Alongside Mood
For teams whose clients come through addictions services, HiBoop includes the ASSIST-3, CAGE-AID and BARC-10 for substance involvement and recovery capital, next to the mood and anxiety scales.
One Workspace for a Group Practice
Team and Network plans bring every clinician's caseload in a group practice or multi-site clinic into one account, with access set by role.

Research from Saskatchewan
Internet-delivered CBT
Among 4,283 patients accepted to the provincially funded Online Therapy Unit between 2013 and 2019, use grew 37% per year, 11.9% used it while waiting for face-to-face care, and large improvements in depression and anxiety symptoms held at 3 to 4 months.
Hadjistavropoulos et al., Canadian Journal of Psychiatry, 2022 PMID 33840264
PHQ-9 and GAD-7 in routine care
In a routine-care trial with 180 patients, standard and optional weekly therapist support both produced average reductions of at least 47% on the GAD-7 and 43% on the PHQ-9, while completion was 82.4% with standard support and 56.6% with optional support.
Hadjistavropoulos et al., Journal of Anxiety Disorders, 2017 PMID 28964994
Repeated measurement
In a community sample of 1,201 people in therapist-assisted internet CBT, who answered the PHQ-9 and GAD-7 at six time points, higher symptom scores before treatment predicted greater improvement.
Edmonds et al., Journal of Anxiety Disorders, 2018 PMID 29421369
Predicting change
Using data from 4,175 Online Therapy Unit patients (2013 to 2021), models predicted clinically significant change on the PHQ-9 or GAD-7 with balanced accuracy of 0.76 and 0.70, and the baseline GAD-7 score was the strongest predictor.
Roemmel et al., BMJ Open, 2025 PMID 40903086
Reach and equity
Comparing 1,640 routine-care clients from 2021 with census figures, the authors found men, rural and small-town residents, Indigenous people and newcomers under-represented, while symptoms declined in every demographic group and about 82% completed at least 3 of 5 lessons.

Frequently Asked Questions
Does HiBoop meet HIPA for my practice?
HIPA places its duties on trustees, so the practical question is whether HiBoop gives you what a trustee needs. It provides published standard terms for handling health information, documented safeguards, Canadian hosting for Canadian customers, role-based access and exportable score histories.
Am I a trustee under HIPA?
HIPA's definition of trustee includes government institutions, the provincial health authority, community clinics and health professionals licensed or registered under an Act the Minister of Health is responsible for, among others. Whether it reaches your practice depends on your profession and setting, so check with your regulator or the Information and Privacy Commissioner's office.
Does provincial coverage pay for psychology or counselling?
Not for private practice. Saskatchewan lists the private services of psychologists and social workers as uninsured, so clients pay themselves or claim through private insurance or a workplace benefit plan. Publicly funded psychology and social work are offered inside the Health Authority.
Some of my clients use the Online Therapy Unit. Does HiBoop replace it?
No. The Online Therapy Unit is a treatment program; HiBoop is a measurement tool for your own practice. If a client takes an internet CBT course while waiting for you or alongside your sessions, you can still send them the PHQ-9 or GAD-7 through HiBoop and keep their scores in one place for your work together.
