Measurement-Based Care for Ontario Mental Health Teams
For registered psychotherapists, psychologists, social workers, group practices and community agencies across Ontario. Send validated scales by email or QR code, see them scored on submission, and keep each client's scores on one timeline. Canadian customer data stays in Google Cloud Canada regions.
Built Around How Ontario Care Teams Work
Ontario's health privacy law, its regulated psychotherapy professions and its publicly funded programs each shape how outcome data is collected and kept. HiBoop handles the measurement side and leaves the clinical call with you.
Your Custodian Duties, Supported
PHIPA puts the duties on whoever holds the client's information: you, your group practice or your agency. HiBoop works as your service provider, so scores, access logs and exports sit in one place when a client, your privacy officer or the IPC asks.
An Access Trail for CRPO Standard 5.6
CRPO's record-keeping standard (5.6) looks for electronic records that show who viewed a record and when, and that log data exports. HiBoop logs each view and export of client data, so your access trail sits next to the scores.
Session-by-Session Tracking
Send the PHQ-9, GAD-7, PCL-5 or OCI-R before each session. Scores arrive totalled with severity bands and land on one chart per client, so change over a course of CBT is visible at a glance and informs your next step.
Group Practices and Agencies
Team and Network plans give a group practice or multi-site agency one place for every clinician's caseload, with role-based access so staff see only what their role allows.
One Published Price List
Care is $35 CAD/month for one clinician, month to month. Team starts at $280 CAD/month with unlimited clinicians. Network is custom. One price list in US dollars, published on our pricing page.
Score Histories Clients Can Keep
OHIP does not cover services by non-physicians outside hospital, so therapy with an RP, psychologist or RSW in private practice is paid outside OHIP. A PDF score history helps when a client asks how far they have come.

Measurement-based care

PHQ-9 and GAD-7 in primary care
In the CAMH-led PARTNERs trial of 502 primary care adults, telephone collaborative care from lay providers did not change PHQ-9 scores more than enhanced usual care for depression, but did improve GAD-7 scores for those presenting with anxiety.
Ishrat Husain et al., Can J Psychiatry, 2023 PMID 36855791
Measurement-based care for children and youth
Across three Ontario Extensive Needs Service hospital sites (Toronto, Hamilton and Ottawa), 381 children and youth entered the program from 2023 to 2025; measure completion was highest at baseline and shorter measures were completed more often than longer ones.
Rombos et al., Front Psychiatry, 2025 PMID 41561991
PHQ-9, GAD-7 and PCL-5
At a Guelph mental health and addictions hospital, a program for first responders, military personnel and Veterans that tracks PHQ-9, GAD-7 and PCL-5 scores had clinical outcomes and measurement-based care adoption above national median benchmarks.

Where Measurement Fits in Ontario's System
Ontario's publicly funded CBT program, OSP, is built on measurement-based care. HiBoop is independent of these programs; this is the context your clients and referrers will know.
Ontario Structured Psychotherapy (OSP)
Ontario HealthOSP offers publicly funded cognitive-behavioural therapy to adults 18 and older with depression or anxiety-related concerns, coordinated by 10 regional networks. Its provider materials say clients are continually monitored with measurement-based care tools to inform treatment decisions. Private practices that refer to or step down from OSP can keep the same habit of measuring every session.

Ministry of Health58 Ontario Health Teams cover the province, bringing hospitals, primary care, home and community care and mental health and addictions providers together as one coordinated team. Agencies inside an OHT share clients across settings, which makes a consistent score history more useful.

PHIPA and Your Outcome Data
The Personal Health Information Protection Act, 2004 governs how Ontario custodians collect, use and disclose personal health information. The Information and Privacy Commissioner of Ontario (IPC) oversees it. There is no PHIPA certification for software; the duties sit with you as custodian, and the right vendor makes them easier to meet.
What PHIPA asks of custodians
- Take reasonable steps to protect personal health information against theft, loss and unauthorized use or disclosure (s.12(1))
- Notify the client at the first reasonable opportunity if their information is stolen, lost or used or disclosed without authority, and notify the IPC where the prescribed circumstances apply (s.12(2) and (3))
- Retain, transfer and dispose of records securely (s.13(1))
- Give clients access to their own records and let them request corrections (ss.52 and 55)
- Remain responsible for information that agents handle on your behalf (s.17)
What HiBoop does
- Hosts Canadian customer data in Google Cloud Canada regions, encrypted in transit and at rest
- Logs each view and export of client data, with role-based access controls
- Exports a client's score history as a PDF or CSV when they ask for their record
- Lets you export your data anytime, so retention and transfer stay under your control
- Is PIPEDA compliant and SOC 2 Type II certified
Need our security documentation?
Custodians often ask a vendor for its security controls before signing. Our trust page covers hosting, encryption, access controls and SOC 2 Type II.

Frequently Asked Questions
Is HiBoop PHIPA certified?
No software is, because PHIPA has no certification. Under the Act, the practitioner, group practice or agency holding a client's information is the health information custodian and carries the duties for it. HiBoop's part is to make those duties easier to meet as your service provider. It is PIPEDA compliant and SOC 2 Type II certified, and our trust page sets out the controls.
Does PIPEDA or PHIPA apply to my Ontario practice?
For most Ontario health care practitioners and agencies, PHIPA. A federal exemption order (SOR/2005-399) exempts Ontario health information custodians from Part 1 of PIPEDA for collection, use and disclosure within Ontario, because PHIPA was found substantially similar. PIPEDA can still apply when information leaves the province in the course of commercial activity. Check with your privacy officer or lawyer for your situation.
Does OHIP cover psychotherapy with a registered psychotherapist?
Generally not. Ontario's own guidance says OHIP does not cover services delivered outside hospital by health care providers who are not physicians. Physician-delivered psychotherapy is billed to OHIP. Registered psychotherapists, psychologists and social workers in private practice bill clients rather than OHIP, and publicly funded options such as OSP are delivered through hospitals and community agencies. Our Ontario billing guide covers the details.
Can HiBoop help a practice that refers clients to or from OSP?
HiBoop is not part of OSP and does not connect to its systems. OSP describes itself as measurement-based, and its provider materials say clients are continually monitored with measurement-based care tools. Practices that take referrals before or after OSP can keep the same rhythm: send the PHQ-9 or GAD-7 before each session and review the trend with the client.
