How mental health care is organised in Tasmania

Tasmania plans its mental health reform jointly. Rethink 2020, the state's overarching reform strategy, was developed by Primary Health Tasmania, the Department of Health and the Mental Health Council of Tasmania together. The Department runs the public specialist services; Primary Health Tasmania, the state's single PHN, commissions primary mental health care for people with mild, moderate or severe and complex illness, Aboriginal people, young people and people in aged care.

Medicare Mental Health Centres now operate in Launceston, Devonport, Burnie and Glenorchy, and private psychology is funded through Better Access. Public specialist services have reported routine outcome measures to the National Outcomes and Casemix Collection since 2002. Scoring a short scale at intake and again as care goes on lets any clinician, public or private, show change in the same way.

What HiBoop Does for Tasmanian Care Teams

  • A single PHN, a statewide reform plan and services spread from Hobart to the Bass Strait islands shape how outcomes are measured here. HiBoop does the measuring; the clinical decisions stay with you.

  • Progress for the Treatment Plan Review

Better Access sessions are referred as part of a Mental Health Treatment Plan. Scores from the PHQ-9, GAD-7 or DASS-21 sit on one timeline, so the review with the referring GP starts from the trend rather than from memory.

  • Check-ins Across the Island

Clients on the West Coast, King Island or Flinders Island answer on their own phone from an email link or QR code, with no app to install, and the result is ready for the next telehealth session.

  • Shared Measures for Commissioned Teams

Multidisciplinary teams commissioned by the PHN can send the same scales on the same schedule, so a client who moves between services keeps one history.

  • Access by Role

Roles decide what reception staff, clinicians and team leaders can see, and each view and export is recorded for your own review.

  • Young People and Families

Send the PHQ-A, SCARED or the Vanderbilt parent rating scale when you work with children and adolescents, alongside the adult scales you already use.

  • One Published Price List

Care is $36 AUD/month for one clinician, month to month. Team starts at $285 AUD/month with unlimited clinicians. Network is custom. Published prices in Australian dollars.

Research data

Research from Tasmania

  • Perinatal screening (EPDS)

An audit of public antenatal care in Southern Tasmania found EPDS screening recorded for 1.32% of 911 women who gave birth in late 2011 and 95.98% of 896 in late 2014, after the National Perinatal Depression Initiative, while referral to support services was 31.17% and 26.00%.

Tran et al., Midwifery, 2025 PMID 40617030

  • Outcome measurement in rural primary care

A 12-month naturalistic study of 145 rural Tasmanian primary care patients, measured with the SCL-90-R and EuroQol, reported greater improvement in symptoms and quality of life among those seen by a primary mental health worker than in usual-care and no-treatment groups.

Campbell, Australian Journal of Rural Health, 2005 PMID 15932483

  • Inpatient prescribing audit

Among 118 patients discharged from the Royal Hobart Hospital mental health inpatient unit between February and August 2021, antipsychotic polypharmacy was observed in 40% and long-acting injections were used in 46%.

Tamrakar et al., Australasian Psychiatry, 2025 PMID 39275805

  • Single-item screening in youth services

In an online survey of 48 young people aged 15 to 25 attending a Launceston youth mental health service, 40% screened as food insecure on a single-item screening question.

Kent et al., Nutrition & Dietetics, 2022 PMID 35796179

  • GHQ-12

Of 270 Tasmanian hospital nurses who completed the GHQ-12, a third had scores indicating caseness.

Farrell, Journal of Advanced Nursing, 1998 PMID 9829657

Tasmanian Privacy Rules and Your Practice

  • The Personal Information Protection Act 2004 binds personal information custodians: public authorities such as State Service agencies, public hospitals, councils and the University of Tasmania, anyone who has entered into a personal information contract with them, and prescribed bodies. The Ombudsman takes complaints under it. Private practices are covered by the federal Privacy Act 1988, which applies to every health service provider regardless of turnover. The duties are your service's; HiBoop's part is to support you in meeting them.

  • What the rules ask of your service

    • A public body, or a provider working under a personal information contract with one, handles personal information under PIPA's principles
    • Private practices protect personal information from misuse, interference and loss under APP 11
    • Know where every vendor stores client data before any of it leaves Australia (APP 8)
    • Give clients access to the information you hold about them when they ask (APP 12)
    • Treatment under the Mental Health Act 2013 comes with its own oversight and safeguards; keep your records ready for them
  • What HiBoop provides

    • SOC 2 Type II certification and encryption in transit and at rest
    • Hosting on Google Cloud in the US or Canada, with other regions on request, stated plainly for your APP 8 assessment
    • Role-based access and a record of every view and export
    • You pick the scales, so you collect only what the client's care calls for
    • A client's scores as CSV or PDF when they ask for access
  • Assessing HiBoop for a contract?

Frequently Asked Questions

  • Does Tasmania's Personal Information Protection Act apply to me?

It applies to personal information custodians: public authorities, any body or person who has entered into a personal information contract, and prescribed bodies. If you deliver services under contract to the Tasmanian public sector, check your contract. A private practice is otherwise covered by the federal Privacy Act 1988. HiBoop makes no compliance claim under either Act; it supports you with role-based access, a view and export log, and exports.

  • Who can refer a client for Better Access sessions in Tasmania?

The rules are national. Under the MBS explanatory note, a GP or prescribed medical practitioner at the client's MyMedicare registered practice, or their usual practitioner, can refer as part of a Mental Health Treatment Plan, and psychiatrists and paediatricians can also refer. The client can have up to 10 individual and 10 group sessions each calendar year. The GP bills the plan as MBS item 2715 or 2717, depending on its length and the GP's mental health skills training; a clinical psychologist then claims item 80010 and a psychologist item 80110 for an in-person session of 50 minutes or more. Either must be registered with the Psychology Board of Australia, through Ahpra.

  • Do Tasmanian public mental health services use outcome measures?

Yes. Specialised public mental health services across Australia, Tasmania's included, have reported routine outcome measures to the National Outcomes and Casemix Collection since 2002: the clinician-rated HoNOS and LSP-16, and the BASIS-32, which Tasmania uses as its adult self-report measure. HiBoop does not offer the NOCC instruments; it offers the PHQ-9, GAD-7, DASS-21 and other validated scales for private and commissioned services.

  • Which numbers can my clients call for support?

Lifeline on 13 11 14, 24 hours a day. 13YARN on 13 92 76, run by Aboriginal and Torres Strait Islander people, 24/7. Access Mental Health, the Tasmanian Government line, on 1800 332 388. Medicare Mental Health on 1800 595 212 for assessment and referral on weekdays; it is not a crisis service. In an emergency, call 000.
