Measurement-Based Care for South Australian Care Teams
For psychologists, mental health social workers, counsellors and commissioned services from metropolitan Adelaide to Mount Gambier, Port Pirie and the Eyre Peninsula. Send a validated scale by email or QR code, read the score the moment it arrives, and show progress across every session.
How mental health care is organised in South Australia
SA Health delivers public mental health care through ten Local Health Networks: four based in Adelaide (Central, Northern, Southern, and Women's and Children's) and six regional networks from the Limestone Coast to the Eyre and Far North. Primary mental health care is commissioned by two PHNs. Adelaide PHN covers the metropolitan area; Country SA PHN covers the rest of the state, about 99.8% of its land.
Private psychology is mostly funded through Better Access, with clinical psychologists billing MBS item 80010 and psychologists item 80110 after a GP prepares a Mental Health Treatment Plan (items 2715 and 2717). Public specialist services report the K10+, HoNOS and LSP-16 to the National Outcomes and Casemix Collection. A short scale at intake and at each review gives a private or commissioned service the same kind of record.
What HiBoop Does for South Australian Care Teams
Two PHNs, ten health networks and a country region that covers almost the whole state. HiBoop handles the measuring, so your clinical judgement is informed by the trend.
A Trend for the GP Review
Clients referred under a Mental Health Treatment Plan go back to their GP for review. A DASS-21 or PHQ-9 timeline shows what changed across the sessions so far, in one page.
Country SA by Telehealth
A client in Whyalla, Ceduna or the Riverland answers on their own phone from a link or QR code, with nothing to download, and the score is waiting before the video call starts.
One Schedule Across Providers
PHN-commissioned providers can agree on the scales and the timing, so a client stepped up or down between services keeps a single, comparable history.
Return to Work Treatment
ReturnToWorkSA's clinical framework asks allied health providers to measure and demonstrate treatment effectiveness as care goes on. Repeat a scale at set points and export the trend for the case manager.
Access Set by Role
Choose what reception, clinicians and supervisors can open; every view and export is logged so your service can review it.
Plans in Australian Dollars
Care is $36 AUD/month for one clinician, month to month. Team starts at $285 AUD/month with unlimited clinicians. Network is custom. Published prices in Australian dollars.

Research from South Australia
Patient-reported outcomes in stepped care
In an uncontrolled pre-post audit of 332 people offered Gold Card SA, a four-session intervention after a crisis presentation with borderline personality disorder symptoms, patient-reported borderline symptoms and psychological distress fell, and emergency presentations dropped by 63% in the six months after.
Bartsch et al., Journal of Personality Disorders, 2024 PMID 38324250
DASS-21 screening
At the South Australian Spinal Cord Injuries Service, the DASS-21 was compared with a structured diagnostic interview in 40 patients: it was as sensitive as the Brief Symptom Inventory but less specific, and better at flagging possible anxiety disorders than depression.
Mitchell et al., Spinal Cord, 2008 PMID 18071354
K10 in rural older adults
Among 5,920 South Australians aged 60 and over in the state's 2013-2017 population health survey, measured with the K10, high psychological distress was associated with GP visits (odds ratio 3.6), emergency visits and hospital admission.
Asante et al., Journal of Affective Disorders, 2022 PMID 35490879
Kessler 10 and remoteness
A telephone survey of 2,545 South Australian adults in 2000, using the Kessler 10, the SF-12 and self-reported diagnosis, found no statistically significant variation in psychological distress across accessibility and remoteness categories.
Eckert et al., Medical Journal of Australia, 2004 PMID 15540965
Digital readiness in rural services
In 208 rural South Australians who had recently used a local health network mental health service, using the internet for health followed from general internet use, which was driven mostly by motivation, itself shaped by trust.

South Australian Privacy Rules and Your Practice
South Australia has no privacy Act of its own. State agencies follow the Information Privacy Principles Instruction, a Cabinet instruction, and a contract with an agency must bind its service provider to those principles as if the provider were part of the agency. Private practices fall under the federal Privacy Act 1988 and the Australian Privacy Principles. The Health and Community Services Complaints Commissioner takes complaints about public, private and non-government services. These obligations belong to your service; HiBoop's part is to make them easier to meet.
What the rules ask of your service
- Contracted to SA Health or another agency? Your contract applies the Information Privacy Principles to the client data you handle under it
- In private practice, protect health information from misuse, interference, loss and unauthorised access (APP 11)
- Know where each vendor keeps client data before any of it is disclosed overseas (APP 8)
- Answer a client's request to see the information you hold about them (APP 12)
- Orders under the Mental Health Act 2009 carry their own notification and monitoring duties; keep records that support them
What HiBoop provides
- SOC 2 Type II certification, with encryption in transit and at rest
- Hosting on Google Cloud in the US or Canada, other regions on request, named up front for your APP 8 review
- Role-based access and a log of every view and export, ready for a contract audit
- You choose the scales, so you collect what the care plan needs and nothing more
- Client scores exported as CSV or PDF for an access request

Frequently Asked Questions
Does South Australia have its own privacy law for health information?
No privacy Act as such. State agencies follow the Information Privacy Principles Instruction, and an agency contract must make those principles binding on its service provider. Private practices are covered by the federal Privacy Act 1988. Complaints about any health service, public or private, can go to the Health and Community Services Complaints Commissioner. HiBoop makes no compliance claim under either set of rules; it supports you with role-based access, a view and export log, and exports.
Which MBS items do Better Access clients in South Australia use?
The items are national. A GP prepares the Mental Health Treatment Plan (item 2715 for 20 to 39 minutes with mental health skills training, item 2717 for 40 minutes or more). Clinical psychologists then bill item 80010 and psychologists item 80110 for in-person sessions of 50 minutes or more.
Can I treat ReturnToWorkSA clients as a psychologist?
ReturnToWorkSA says psychologists must be registered with AHPRA to provide services in the scheme, and providers submit a registration form and evidence of qualifications to ReturnToWorkSA. Check its mental health provider page for current fee schedules.
Which numbers can my clients call for support?
Lifeline on 13 11 14, 24 hours a day. Medicare Mental Health on 1800 595 212, weekdays 8.30am to 5pm, for help finding a local service; it is not a crisis line. If a life is in danger, call 000.
