Mental health support in primary care

  • In November 2022 the Ministry of Health and the National Health Service of Ukraine (NHSU) added a package for supporting and treating adults and children with mental disorders at the primary level of care. It sits within the Programme of Medical Guarantees, and the person pays nothing for it.

Family doctors, general practitioners and paediatricians who deliver it assess a person's condition, offer basic support and refer to specialists when needed; they do not make psychiatric diagnoses. When the package launched, a practice qualified once at least 20% of its medical staff had completed training based on the WHO's mhGAP guidelines, offered online through the NHSU Academy.

  • A structured assessment

A validated scale gives the first conversation a shared starting point, and the score informs whether to refer.

  • Change over time

Each score sits on one chart with the ones before it, so a family doctor can see whether support is helping.

  • A record that travels

Export the history as a PDF to send with a referral, so the specialist sees more than a single visit.

Made for care that follows the client

  • The tools a family doctor or therapist needs to measure, follow up and refer, without building a system.

  • Scales by link or QR code

Send the GAD-7, PHQ-9 or another scale by email link or QR code. Clients answer on a phone browser, wherever they are staying.

  • Scored on submission

Totals and severity bands are calculated the moment the client finishes, so the result is ready when you open the file.

  • One record over time

First visit, follow-ups and later contacts line up on a single timeline, even when months pass between them.

  • History for a referral

Download a PDF of a client's scores to send with a referral, or CSV to review a caseload.

  • From one clinician to a whole team

Start with one family doctor or therapist, or set up a practice with shared scales and role-based access.

  • One published price list

Care is $25 USD/month for one clinician, month to month. Team starts at $200 USD/month with unlimited clinicians. Network is custom. Published prices in US dollars.

Research data

Research from Ukraine

  • GAD-7

In 1,101 Ukrainian adults surveyed during the war, the GAD-7 supported a one-factor model and showed adequate validity, with strict invariance between displaced and non-displaced people and between military and civilian groups.

Aleksina et al., Social Psychiatry and Psychiatric Epidemiology, 2026 PMID 42347887

  • ITQ

In a nationwide sample of 2,004 Ukrainian adults about six months after the full-scale invasion, the International Trauma Questionnaire's six subscales showed good internal reliability (alpha .73 to .88) and a correlated six-factor structure.

Ho et al., Journal of Traumatic Stress, 2023 PMID 37339126

  • ITQ in outpatient care

Among 224 internally displaced adults at one outpatient clinic in Chernivtsi oblast who completed the International Trauma Questionnaire, 24.5% met criteria for ICD-11 PTSD and 7.6% for complex PTSD.

Barbieri et al., International Journal of Social Psychiatry, 2026 PMID 41865301

  • Continuous traumatic stress

A 9-item Ukrainian version of the Continuous Traumatic Stress Response scale, tested in 584 people during the war, showed acceptable fit and correlated 0.41 to 0.67 with depression, anxiety, stress and PTSD measures (PHQ-9, GAD-7, PSS-4, PCL-5).

Frankova et al., European Journal of Psychotraumatology, 2025 PMID 39991896

  • mhGAP training

Universities in Ukraine, Armenia, Georgia and Kyrgyzstan built the WHO mhGAP Intervention Guide into training for medical students, family medicine residents and practising physicians, with more than 700 students through the programmes that reported back.

Pinchuk et al., International Journal of Environmental Research and Public Health, 2021 PMID 33918985

Personal data law in Ukraine: what it asks of your practice

  • The Law of Ukraine "On Personal Data Protection" (No. 2297-VI, 2010) is in force. Draft Law No. 8153, written to bring Ukrainian law closer to the GDPR, passed its first reading on 20 November 2024 and has not been adopted. Your practice is responsible for its clients' data; these are the points to check with any vendor.

  • What the current law expects

    • Health information is a special category; processing it is prohibited unless an exception applies, such as health protection under the law
    • Know the legal ground you rely on for each kind of record you keep
    • Check where any vendor stores data and under what agreement
    • The Ombudsman (the Verkhovna Rada Commissioner for Human Rights) supervises personal data protection
    • Watch Draft Law No. 8153, which aims to align Ukrainian law with the GDPR
  • Where HiBoop helps

    • SOC 2 Type II certification
    • Data encrypted in transit and at rest
    • Role-based access, so clinicians see only their own clients
    • PDF and CSV exports for your own record

Frequently Asked Questions

  • Can a family doctor use HiBoop under the NHSU mental health package?

HiBoop can carry the measurement part of the work: a validated scale at the first visit, the same scale at follow-ups, and a chart of the change. It is not connected to NHSU or eHealth systems, and it does not make a diagnosis. Under the package, family doctors assess, support and refer; a score from HiBoop is one piece of information for that decision.

  • How do clients who have moved answer a scale?

Send the scale by email link or show a QR code. The client answers in a phone browser, with no app to install, from wherever they are staying, and the score lands on the same record as their earlier answers.

  • What about Ukraine's personal data law?

The Law of Ukraine "On Personal Data Protection" (No. 2297-VI) applies to your practice and treats health information as a special category. Draft Law No. 8153, meant to align Ukrainian law with the GDPR, passed first reading in November 2024 and is not yet law. HiBoop holds SOC 2 Type II certification and makes no claim under Ukrainian data law; we can share our security documentation for your own review.

  • Which scales have been studied in Ukraine?

Ukrainian studies during the war support the GAD-7 in a general adult sample and the International Trauma Questionnaire (ITQ) in a nationwide sample, and the ITQ was also used with displaced outpatients; both scales are in the HiBoop app. Researchers have also adapted the Continuous Traumatic Stress Response scale to Ukraine. The research section on this page lists each study.
