Routine Outcome Monitoring for Dutch Mental Health Care
The OECD's 2021 mental health benchmark names the Netherlands as one of three countries that collect and routinely report both patient-reported outcomes and experiences. HiBoop brings routine outcome monitoring to a single practice or a whole team: 100+ validated scales sent by email or QR, scored on submission, and charted session by session.
ROM in the Netherlands: from research clinic to consulting room
By 2010, Leiden University Medical Centre was running web-based ROM in its psychiatry department: patients completed rating scales and self-report measures at intake and again at fixed intervals, so therapists and patients could see symptoms rise and fall over the course of treatment.
ROM also works as information for the conversation itself. A Dutch cluster randomized trial in specialist teams tested ROM as the basis for shared decisions about treatment, and at the level of organizations Akwa GGZ, the quality institute for ggz, runs the GGZ Dataportaal, which turns practice data into mirror information for services.
Measure at fixed intervals
The Dutch ROM model repeats the same scales at set points, so a score is read against the last one, not on its own.
Use the scores together
In a Dutch trial, teams that used ROM well in shared decisions had clients who reported less decisional conflict.
Scores stay with the practice
In HiBoop, results belong to your practice. They export as PDF or CSV when you need them and are not sent to any national dataset.
ROM without the research department
What Leiden built with assistants and dedicated software, a small practice can now run from a browser.
Scales sent before the session
Schedule the PHQ-9, GAD-7 or any of the app's scales by email or QR. Clients answer at home; the score is ready when you open the file.
One timeline per client
Every score lands on the same chart, so change between intake, mid-treatment and discharge is visible without a spreadsheet.
Built for shared decisions
Show the chart in session and decide together whether to continue, adjust or step up. Your clinical judgement stays in charge; the scores keep it informed.
Across basic and specialist ggz
The same scales work in a generalist basic practice and in a specialist team, so a client's history travels with the export when they are referred.
Published prices in euros
Care is €23 EUR/month for one clinician, month to month. Team starts at €180 EUR/month with unlimited clinicians. Network is custom. Published prices in euros.
Your data, exportable
Download scores as PDF reports or CSV for your own records, audits or research, whenever you need them.
Mental health in Netherlands
Research data
Each figure below links to the source it comes from.
25.9%
of people aged 18 to 75 in the Netherlands had a mental disorder in the past year (NEMESIS-3, 2019 to 2022, DSM-5)
8.3%
of total health spending went to mental health in the Netherlands (2018)
27%
of people with a severe mental health condition waited four months or longer for treatment to start (2020)
Research from Netherlands
Routine outcome monitoring
At Leiden University Medical Centre's psychiatry department, web-based ROM with baseline and repeated assessments at fixed intervals proved feasible, and after initial reservations most therapists came to see it as a necessary adjunct to treatment.
de Beurs et al., Clinical Psychology & Psychotherapy, 2011 PMID 20238371
Routine outcome monitoring (shared decision-making)
In a cluster randomized trial in 14 Dutch specialist mental health teams (186 patients at baseline), shared decision-making using ROM did not lower decisional conflict overall, but patients with mood disorders, and patients whose teams applied it well, reported less decisional conflict.
Metz et al., Social Psychiatry and Psychiatric Epidemiology, 2019 PMID 30151651
Measurement-based care
In a large Amsterdam mental health service where measurement-based care is routine, pre- and post-treatment outcomes for 1,392 basic and 1,040 specialized care patients did not differ between in-person treatment before COVID-19 and treatment delivered by video during lockdown.
de Beurs et al., Clinical Psychology & Psychotherapy, 2022 PMID 35068003
PHQ-9
Among 23,182 Amsterdam residents of Dutch, South-Asian Surinamese, African Surinamese, Ghanaian, Turkish and Moroccan origin in the HELIUS study, the PHQ-9 showed strict measurement invariance across ethnic groups, with no ethnicity-related differential item functioning.
Galenkamp et al., BMC Psychiatry, 2017 PMID 29065874
PHQ-9
In 197 patients at Dutch specialized diabetes outpatient clinics, a PHQ-9 cut-off of 12 gave 75.7% sensitivity and 80.0% specificity for major depressive disorder against a structured interview.
van Steenbergen-Weijenburg et al., BMC Health Services Research, 2010 PMID 20704720
How Dutch ggz is organized and paid
The pieces of the system a ROM workflow has to fit around, from the GP practice to specialist care.
Zorgverzekeringswet: the basic package
FundingCurative mental health care (geneeskundige ggz) is covered by the mandatory basic health insurance under the Zorgverzekeringswet. The GP is the usual entry point, many GP practices employ a mental health worker (POH-GGZ), and a referral is needed for basic or specialist ggz.
ZvwHuisartsPOH-GGZGeneralistische basis-ggz and gespecialiseerde ggz
Care levelsThe generalist basic tier treats mild to moderate, non-complex problems and stable chronic ones; specialist ggz diagnoses and treats complex psychiatric disorders. A practice that measures at both levels can show a client's course across a referral instead of starting from a blank page.
Basis-ggzSpecialistische ggzMatched careZorgprestatiemodel (2022)
Since 2022From 2022 the zorgprestatiemodel replaced the DBC system and the other funding products in basic ggz, specialist ggz and forensic care with one model, plus a new way of typing the client's care need. It changes how care is billed; it does not itself prescribe outcome measures.
NZaZorgvraagtyperingFunding reformWaiting lists for severe conditions
PressureThe Netherlands Court of Audit reported in 2020 that long waits fall hardest on people with severe conditions, compared with those whose problems are mild to moderate; the figure is in the statistics below. Measuring between sessions helps a team see who is stalling while others wait.

Frequently Asked Questions
Is HiBoop a ROM tool for Dutch ggz?
Yes, for practices and teams that want to run routine outcome monitoring themselves. You schedule validated scales, clients complete them by email or QR, each score is calculated on submission, and every result sits on one timeline per client. HiBoop does not submit data to a national benchmark or to Akwa GGZ.
Does HiBoop offer the SQ-48 or the BSI used in Dutch ROM?
Not today. Dutch ROM research has used instruments such as the SQ-48 and the Brief Symptom Inventory, and those are not in the HiBoop app. HiBoop offers 100+ validated scales, including the PHQ-9, GAD-7, DASS-21 and PCL-5. If your service's ROM set depends on a specific instrument, keep your current route for that one.
Where is client data hosted, and what about GDPR?
Client data sits on Google Cloud infrastructure, in US or Canadian regions by default; ask if your practice needs another region. HiBoop is SOC 2 Type II certified, and HiBoop is GDPR compliant. Under the GDPR your practice is the controller of client health data and HiBoop is its processor, so check the hosting region, the processing agreement and the transfer basis against your own obligations before you start. We can share our security documentation to help.
Is HiBoop NEN 7510 certified?
No. HiBoop makes no NEN 7510 claim. NEN 7510 is the Dutch standard for information security in health care, and Dutch rules on electronic data processing ask care providers to secure their systems in line with it. HiBoop is SOC 2 Type II certified, and we can share our controls for your own assessment.
