Measurement-Based Care for Finnish Mental Health Teams
In Helsinki and Uusimaa, a public quality register collected validated questionnaires from more than 7,000 psychotherapy patients between 2018 and 2021. HiBoop gives a psychotherapist, a wellbeing services county team or an occupational health service 100+ validated scales, scored on submission and charted over the course of treatment.
Outcomes measured in routine care
In Helsinki and Uusimaa, the Finnish Psychotherapy Quality Register collected baseline data for 7,274 patients of outsourced psychotherapists between 2018 and 2021. Its use was mandatory for those therapists, and patients answered validated measures of symptoms and functioning, including the PHQ-9, OASIS, CORE-OM and AUDIT, with response rates of 85 to 98%.
HUS also runs nationwide, therapist-supported internet CBT on a physician's referral, and studies of that routine care tracked anxiety with the GAD-7 and depression with the PHQ-9. HiBoop brings that kind of repeat measurement to a single practice or a county team without building a register of its own.
Questionnaires at intake
A baseline PHQ-9 or GAD-7 arrives before the first appointment, completed on the client's own phone.
Repeated through therapy
The same scale goes out again at the interval you choose, so midterm and final scores can be set against the baseline.
Ready for review
When therapy is reviewed or continued, the chart shows how symptoms have moved since intake.
Built for therapy that is followed up
What a psychotherapist or a county team needs to show how treatment is going.
Scales by email or QR
Send the PHQ-9, GAD-7, PSWQ or another scale before an appointment; the client answers on any phone browser.
Scores the moment they arrive
Totals and severity bands are worked out on submission, so there is nothing to add up by hand.
Baseline, midterm, final
Every score joins the client's chart, which makes a midterm or end-of-therapy comparison quick to read.
Solo practice or county team
Begin as one psychotherapist and add colleagues later, each with access only to their own clients.
Prices in euros
Care is €23 EUR/month for one clinician, month to month. Team starts at €180 EUR/month with unlimited clinicians. Network is custom. Published prices in euros.

Routine outcome monitoring
The Finnish Psychotherapy Quality Register held baseline data for 7,274 patients and 336 psychotherapists in Helsinki and Uusimaa between 2018 and 2021, with questionnaire response rates of 85 to 98%; its use was mandatory for the hospital district's outsourced therapists.

GAD-7 in routine care
In 1,099 physician-referred patients treated with HUS internet-delivered CBT for generalized anxiety disorder in nationwide routine care, the GAD-7 effect size was large (Cohen d = 0.97), and 47.1% of the 894 patients starting at 10 or above reached reliable recovery.
Ritola et al., Journal of Medical Internet Research, 2022 PMID 35323119
PHQ-9 in routine care
In a register cohort of 5,834 HUS patients with depression, PHQ-9 scores fell 0.745 points more with therapist-guided internet CBT than with face-to-face CBT.
Rosenström et al., Lancet Psychiatry, 2025 PMID 39954684
GAD-7
Among 150 high utilizers of care at four municipal health centres in Northern Finland, the Finnish GAD-7 had 100% sensitivity and 82.6% specificity for generalized anxiety disorder at a cut-off of 7 or more.
Kujanpää et al., Scandinavian Journal of Primary Health Care, 2014 PMID 24920316
GAD-7 in adolescents
In survey data from 111,171 Finnish adolescents aged 14 to 18, the GAD-7 showed good internal consistency (Cronbach's alpha 0.91) and a one-factor structure.

How Finnish mental health care is organized
Four parts of the system where clients are referred, treated and followed up.
Wellbeing services counties (hyvinvointialueet)
Public careSince January 2023, primary and specialist health care and social services have been organized by 21 wellbeing services counties and the City of Helsinki. The counties are financed from the state budget and governed by elected councils, which moved the main source of health funding from municipalities to the national budget.

KelaKela reimburses psychotherapy for people aged 16 to 67 whose ability to work or study is at risk from a mental disorder treated for at least three months. It is granted a year at a time for up to three years, with at most 80 sessions a year and 200 in total; to continue, the client also needs therapy feedback (terapiapalaute) from the therapist.

GDPR, Kanta and secondary use: what applies to your service
Finland applies the GDPR, and national laws add Kanta, the shared patient data repository, and rules on the secondary use of health and social data. Your service is the one responsible for its clients' records; these are the points to raise with any vendor.
What the rules expect of your service
- Health data is a special category under Article 9 of the GDPR; record the legal ground you rely on
- A provider using an electronic patient information system must enable it in the Kanta Patient Data Repository
- Sign a data processing agreement with each vendor that handles client data
- Document the transfer mechanism if any vendor stores data outside the EU
- Under Act 552/2019, Findata grants permits for the secondary use of social and health data
Where HiBoop helps
- SOC 2 Type II certified, with encryption in transit and at rest
- GDPR compliant; your service remains the controller and HiBoop acts as its processor
- Hosted on Google Cloud in the US or Canada by default; Google's Hamina region in Finland on request
- Each clinician sees only the clients assigned to them
- Results export as PDF or CSV, ready to add to your own patient record
- HiBoop is not a Kanta-connected record system and makes no Kanta claim

Frequently Asked Questions
Can HiBoop help with Kela therapy feedback?
It can give you the scores to draw on. When a client applies to continue Kela rehabilitative psychotherapy, Kela asks for therapy feedback (terapiapalaute) from the therapist. Kela's page names no questionnaire for it, but a chart of PHQ-9 or GAD-7 scores since intake is a clear record of how symptoms have changed. What you write in the feedback stays your clinical judgement.
Does HiBoop connect to Kanta?
No. HiBoop is not a patient record system and does not send data to the Kanta Patient Data Repository. Clinicians export results as PDF or CSV and add them to their own record, which is where Kanta's rules apply.
Where is client data hosted, and what about the GDPR?
By default HiBoop runs on Google Cloud in the US or Canada; Google has a region in Hamina, Finland, and hosting there can be arranged on request. HiBoop is SOC 2 Type II certified, and HiBoop is GDPR compliant, acting as your processor. Your service is responsible for its clients' data under the GDPR as the controller, so check the hosting region, the data processing agreement and the transfer basis as part of your own assessment, and ask us for our security documentation.
Which scales have been studied in Finland?
Finnish studies support the GAD-7 in primary care and in adolescents, and HUS studies of routine internet therapy used the GAD-7 and PHQ-9 to track change. HiBoop offers both. The research section on this page lists each study.
